It took 1,393 days (!) to restore the Upper Garden, but before the restoration works started, they performed extensive research and surveys, including engineering investigations, research and development works, and looking for documents in the archives.
In 2019, the list of works was ready. It included hardscape elements, two fountains, the railings of the garden, the dam at the Goltz Channel and the channel itself, the water-supply system of the fountains with its underground brick collectors, drainage and drying systems, and the watering pipeline. They also intended to restore the layout of the garden with its genuine assortment of plants.
The master layout is based on the Plan of the Peterhof Residence designed in 1775 by Antoine de Saint-Hilaire.
