The main concept of the "Kola" social center is the creation of an architectural "warm lighthouse." The building is designed with the harsh Arctic climate in mind: its streamlined shape reduces wind loads, while the "mono-center" principle consolidates all functions under a single roof to preserve heat. The architectural design references Sami culture through unique ethnic patterns on the facades.

Functionally, the building consists of two parts. The social and educational block includes social services, classrooms, a library, and a cafe. The cultural block is structured around a concert hall within a ring of exhibition galleries. Outside, the complex is surrounded by an eco-park with elevated wooden boardwalks that preserve the fragile nature of the North.
